Fit-outs get photographed; utilities get discovered. Most delayed launches trace to the unglamorous services — a power sanction that took four months, a borewell that needed a permission nobody knew about, an effluent question the pollution board asked after the equipment arrived. Utilities planning means engineering and sequencing power, water, effluent and backup before civil work begins, so the building serves the process rather than fighting it.

Power: sanction the load early

  • Compute connected load from the machine list (nameplate kW), then demand load with realistic diversity — your electrical consultant's first job
  • Apply for the sanction immediately after site finalisation: HT connections (typically above 75–100 kW depending on state) involve transformers, metering rooms and discom timelines of weeks to months
  • Budget the true cost: security deposit, line charges, transformer and panel, earthing — often several lakhs that first-time founders leave out of the project cost
  • Design for expansion: cabling and panel space for 30–50% growth costs little now and a shutdown later
  • Check state electricity-duty exemptions for new industrial units — several policies waive duty for initial years

Water: source, quality and permission

Answer three questions per day of operation: how much, what quality, from where. Municipal supply rarely serves industrial volumes; borewells are the default — but groundwater extraction above thresholds needs CGWA/state groundwater NOCs, especially in over-exploited blocks, and the permission question must be asked before drilling, not after. Test water quality early: food and beverage processes may need RO/softening plants that add capex and their own reject-water disposal issue. Provide storage for at least one to two days' requirement; supply interruptions should be an inconvenience, not a shutdown.

The effluent question decides the site

Every litre in becomes a litre out. Before finalising any wet-process site, write the answer: sewer with municipal permission? Own ETP discharging to a drain with pollution-board consent? Zero-liquid-discharge? If the honest answer is 'we'll see', the site is not final.

Effluent and waste: engineer it with the process

Pollution-board consent (CTE) will require you to declare effluent quantity, characteristics and treatment. Size the ETP/STP from your actual process balance, not a vendor's brochure; in industrial estates, check for CETPs (common effluent plants) that replace your own capex with a connection and per-KL charges. Solid waste has its own map: food waste tie-ups, hazardous waste (used oil, chemical containers) through authorised recyclers with manifests, plastic packaging under EPR. Design storage areas for segregated waste now — inspectors look for exactly that.

Backup and redundancy: price the downtime

Decide backup rationally: what does one hour of outage cost you in ruined batches, idle staff and missed dispatches? Cold chains, dairies and continuous processes need DG sets sized for critical load (with CPCB-compliant gensets and their own approvals); bakeries and machine shops may only need UPS on controls and lighting. Solar deserves a serious look — rooftop systems with net metering cut daytime tariffs and several states sweeten industrial adoption; roof design should anticipate panel loads even if you install later.

Sequence it into the project plan

The utilities timeline runs parallel to — and often longer than — construction: power sanction applied at site finalisation; groundwater NOC and borewell before civil work needs curing water; ETP civil work integrated with building drawings; DG and transformer deliveries tracked like machinery. The discipline is one page: every utility, its approval, its vendor, its date — reviewed weekly. Projects slip at the interfaces, and utilities are all interface.
